The aim of this research is to identify the influential elements in determining the theoretical framework of science, technology and innovation indicators in the field of vaccin and biological products and explain the relationships and dependencies between these influential elements. Library and documentary method is used in this research. The results show that the essential elements of the conceptual model are: “upstream documents”, “thematic documents”, “Society needs”, “Main activities in the field of vaccines and biological products”, “Related thematic areas”, “Health missions”, “experts”, "long, medium and short-term strategic plans" and “monitoring and evaluation of activities based on these indicators”. Finally, the conceptual model for identifying specific indicators of science, technology and innovation in the field of vaccines and biological products is proposed.
